As internally displaced persons were preparing to return from the Thai border, the report describes the urgent need for a mine clearance program to be initiated to prevent further landmine victims. The Coward's War reviews existing laws pertaining to landmine use and found that the landmines protocol of the 1980 Convention on Conventional Weapons had failed to sufficiently prevent civilian suffering. The report was distributed in several languages and helped galvanize international attention to the devastating effects of antipersonnel landmines on civilians.
